1.  Introduction

The Branch was set up in line with the Sarawak State Government's policy to create in each Department on HRD Branch to manage its own human resource requirements. 

 

2.  Mission 

To develop high levels of competencies, capabilities and skills through committed organised learning, and to cultivate a self-directed learning habit of our human resources. 

 

 

3.  Objective

To manage and develop effectively our human resources to achieve the vision, mission and objectives of the Department and those of the Civil Service as a whole.

 

4.  Brief History

Prior to 1989, human resource development (HRD) activities in the Department were informally organized, with no specific officer being put in charge of the Department's overall training programme. The only formal human resource development programme prior to 1989 was the two-year survey training course conducted at the Joint Sarawak-Sabah Survey Training School which was set up with the assistance of the New Zealand Government under the Colombo Plan in 1962. This School is still an important venue for training in the Department today. 

 

The Research and Training Unit was set up on 11 January 1989 with the task of carrying out research relating to the Department's functions and to formulate policies and programmes for the training and re-training of officers. 

 

The introduction of the new scheme of service under the SSB brought about significant changes. The necessity to undergo Induction Courses and to pass examinations for confirmation and promotion have resulted in the realization that staff training, human resource development and management are now very important aspects of the Civil Service culture whereby new skills and capabilities are to be acquired to continuously improve the efficiency of the workforce. 

 

In its efforts to continually improve the State Civil Service, in line with these new needs, the State Government of Sarawak has placed strong emphasis on human resource development. Its current policy is to create in each Department a "Human Resource Branch" to undertake and oversee such activities.

 

In view of this, the Department is currently seeking approval from higher authorities to formally establish the Research and Training Unit as the Human Resource Development Branch. This would further emphasize the increasingly important role which the Branch will play in designing and organizing training and development of officers, and to help the Land and Survey Department keep in step with the expected rapid technological changes and other challenges in the work environment of this new millennium.

 

In addition to training and staff development matters, the Branch also oversees matters relating to work quality, through TQM, ISO 9000 and Business Process Re-engineering. 

 

The Branch also oversees the Department's General Library
